Arrives repeatedly while the account waits in the login queue, and stops once you are through. In a capture of an uncongested sign-in it still appears a few times in quick succession with a shrinking payload.
WAIT, DO NOT RETRY. Receiving this means the server has your connection and is
holding it; re-sending CharacterListRequest or reconnecting only puts you
back at the end.
