A player who was invited into a party refused the invitation.
WHAT TO DO WHEN YOU RECEIVE IT
1. Ignore it unless PartyInvitationRefusedEvent.party_id is your party's id
(PartyJoinEvent.party_id).
2. Remove the pending guest whose PartyGuest.player_id is
PartyInvitationRefusedEvent.guest_id from the party's guests. The official client
also prints a chat line saying that player refused (ui.party.invitationRefused).
3. SEND NOTHING BACK. If the party is now empty, PartyDeletedEvent follows.
The declared optional int32 is never read by the client: ignore it.
