A pending placement swap was refused or withdrawn; says which offer and who cancelled it.

Closes a pending placement swap without moving anybody: the fighter who was asked refused it, or the fighter who asked withdrew it.
WHAT TO DO WHEN YOU RECEIVE IT
1. Find the pending offer by FightPlacementSwapPositionsCancelledEvent.request_id and
drop it. Both fighters keep their cells.
2. FightPlacementSwapPositionsCancelledEvent.canceller_id says who closed it; when it is
not you, the other fighter refused or withdrew.
3. SEND NOTHING BACK.
WHAT THE CLIENT DOES. It removes the offer from its pending list (looked up by the request
id), hides the swap icon, and when somebody else cancelled, prints
ui.fight.swapPositionRequestRefused in the chat with a clickable link to that player.
PADDING. Builds add an unread int64 beside the two members; leave it alone.
