During fight placement, refuses a swap offered to you, or withdraws a swap offer you made.

Says no to a placement swap, from either side. The fighter who was asked refuses with it; the fighter who asked withdraws the offer with it. It is the same message.
HOW TO SEND IT
1. Only while placing, for a pending offer (FightPlacementSwapPositionsOfferEvent, no
signature here yet) - one made to you, or one you made with
FightPlacementPositionRequest on an ally's cell.
2. Put the offer's request id in FightPlacementSwapPositionsCancelRequest.request_id.
3. Nothing moves. FightPlacementSwapPositionsCancelledEvent closes the offer on both
sides.
TO SAY YES instead, send FightPlacementSwapPositionsAcceptRequest with the same request
id. Only the fighter who was asked may accept.
WHERE THE CLIENT SENDS IT. Refuse in the swap notification popup, Refuse in the swap context menu (the fighter asked) and Cancel in the same menu (the fighter who asked) all raise one client action carrying the request id; the fight-preparation request service turns it into this message.
